Pursuant to Article 10 of the Judicial Authority Law, the Court of Appeal has circuits to hear appeals in Hudud (limits), Qisas (retaliation in kind), criminal, civil and commercial, personal status, inheritance and administrative disputes. The Supreme Judiciary Council issues a resolution specifying the formation of these circuits and their jurisdictions. The Court delivers its judgments through three members. According to the Law of Pleadings and the Family Law, the Court of Appeal has jurisdiction over appeals referred to it against primary judgments delivered by the Plenary Court, the Plenary Family Court, the summary judge and execution judges in both courts. According to the Criminal Procedure Law, the Court of Appeal has jurisdiction over appeals referred to it against the judgments delivered by the Criminal Court. 

According to Article 10 of the Judicial Authority Law, the Court of Appeal has circuits to consider appeals in cases of hudud, retribution, criminal matters, civil and commercial matters, personal status, inheritance, and administrative disputes. According to the Pleadings Law and the Family Law, the Court of Appeal is competent to decide on appeals submitted to it against judgments issued in the first instance by the Court of First Instance
