The Civil Court which comprises the Lower Civil Court and the Higher Civil Court and also contains the Civil Department and Administrative Department;
Civil courts deal with “private” controversies, particularly disputes that arise between individuals or between private businesses or institutions (e.g., a disagreement over the terms of a contract or over who shall bear responsibility for an automobile accident). The public is not ordinarily a party to the litigation (as it is in criminal proceedings), for its interest is limited to providing just and acceptable rules for making decisions and a forum where the dispute can be impartially and peacefully resolved. These factors are important because the use of the civil courts is voluntary.
