The Customs Department has been independent of ports since the 1940s and at the beginning of the 1950s customs became among the eight government departments in Qatar Then, in the organizational structure of the state's administrative apparatus, in 1970 it was transformed into an administration within the Ministry of Finance and Petroleum.
The General Authority of Customs is the government authority responsible for monitoring importation and exportation of goods in and out of the State in accordance with the governing legislation in this regard. The Authority is moral entity and has a budget related to the Ministry of Finance budget. The Authority is affiliated to the Ministry of Finance.
In order to achieve its objectives, for which it was created, and to be able to exercise its customs competencies, the General Authority of Customs applies several legislations that are at the core of its competence. The most important of them is the Customs Law promulgated by Law No. (40) of 2002 and executive regulation thereof, the Unified Customs Tariff, decisions of Council of Ministers, and ministerial decisions issued to implement provisions of the mentioned laws.
