In 1969, Decree-Law No. (11) of 1969 was issued to establish a Department of Foreign Affairs. This was followed in 1970 by the appointment of departments of the Department of Foreign Affairs by Decree No. (8) of 1970.
In 1971, a law was issued to establish the Ministry of Foreign Affairs in which the Department of Foreign Affairs was incorporated, followed by the issuance of Law No. (26) in December 1971 AD regarding the diplomatic and consular corps, specifying diplomatic missions to include: embassies, commissions, consulates, and offices of the permanent delegation of the State of Qatar abroad.
Laws regulating the Ministry of Foreign Affairs and its competencies followed, as well as its organizational structure. A law was issued to organize the Ministry of Foreign Affairs in 1976 AD.
Then Law No. (13) was issued organizing the Ministry of Foreign Affairs in 1993.
