A fine of QR1,000,000 for violating laws on localising private sector jobs

If laws are violated regarding localisation of private sector jobs, a fine of up to QR1,000,000 and a maximum term of three years in jail can be imposed. This is under Qatari Law No. (12) of 2024, which was approved by Amir HH Sheikh Tamim bin Hamad Al Thani.

According to Article (11) in the event of a violation, the administration may: issue a written warning; suspend the violating entity's transactions with the Ministry for a maximum of three months; and impose a financial penalty with the obligation to remove the causes of violation after notifying the violator to correct the violation within a period specified by the law to his national address or by any means indicating knowledge of the measures.

According to Article (12), anyone who uses fraudulent methods or provides false data or information that falsely indicates his commitment to the law's provisions or with the intent to obtain, without right, the facilities, privileges, incentives, or benefits stipulated shall be punished by imprisonment for a maximum of three years and a fine of no more than QR1,000,000, or by either of these two penalties, without affecting any more severe penalties stipulated by another law.

Allocating a job from the localisation plan to non-categories, failing to notify the administration of available positions, failing to provide the administration with information on those appointed, and failing to provide the administration with all data on Qataris and non-Qataris working for the violator every six months can result in a financial penalty of QR10,000 for the first time, QR20,000 for the second time, and QR30,000 for the violation that occurs more than twice, according to the financial penalties schedule.

The penalty is QR50,000 the first time, and QR75,000 the second time, and QR100,000 the third time. 

According to Article (17), this law shall be implemented by all competent authorities.
